Summary

In Brazil, the National Cities Training Program - Capabilities (or Capacidades, in Portuguese), established following the creation of the Ministry of Cities in 2003, has consolidated itself as an important instrument of participation and a channel for transmitting knowledge for the democratic construction of Brazilian cities, based on the integration of public urban development policies into the natural and built environments, in a sustainable way.
The new Capabilities, reformulated based on the re-creation of the Ministry of Cities in 2023, proposes to think about cities in an integrated way, aiming for resilience and sustainability through intelligent actions and interactions, with partnerships and dialogues with all instances of action in the urban environment. Furthermore, it is guided by green, inclusive and non-sectarian solutions, based on nature, diversified in Brazilian territories, municipalities and regions, including the peripheries, aiming at the social well-being of people, so that everyone can recognize themselves in this new moment of humanity: digital and organic, integrated and interrelated, for this and future generations.
The panel, therefore, intends to present the main developments of the Capabilities Program, highlighting: (a) the construction of the guiding concept of integrated urban development and its application especially in peripheral territories and central areas; and (b) structuring a learning path, based on the definition of “stem” content and its ramifications, to build holistic knowledge and including approaches related to diversity, climate change and digital transformation.

Objectives

The main objectives of the intended event include:
• Present the Brazilian context and the bases for the relaunch of the new Capabilities, considering the re-creation of the Ministry of Cities;
• Highlight the importance of establishing partnerships and technical cooperation for the production of updated content connected to the main discussions, issues and challenges within the scope of integrated and sustainable urban development, as well as the development of institutions that implement urban development policy;
• Highlight the importance of articulation with governmental and non-governmental institutions to enable technological bases and platforms for the dissemination of knowledge, in a synchronous and asynchronous manner, considering continental dimensions, regional inequalities and the number of municipalities existing in Brazil (5,570 municipalities);
• Exchange experiences on the implementation of training for public and social agents in urban themes, in its different ways, levels of reach and results obtained; and
• Discuss strategies for the continuity and permanent updating of training actions, in order to benefit different audiences and adapt to the new content formats available.
